ภูหินร่องกล้า อดีตฐานที่มั่นของพรรคคอมมิวนิสต์ในพื้นที่ป่ารอยต่อจังหวัดพิษณุโลกและเพชรบูรณ์ ปัจจุบันเป็นอุทยานแห่งชาติที่มีความงดงามทางธรรมชาติ ป่าเขา และพรรณไม้หลากหลายชนิด มีให้เห็นแตกต่างกันไปในแต่ละฤดูกาล ด้วยสภาพทางธรณีวิทยาที่เป็นเอกลักษณ์ ทั้งหน้าผา ลานหินแตก ลานหินปุ่ม รวมทั้งร่องรอยทางประวัติศาสตร์แห่งสมรภูมิการสู้รบยังคงเหลืออยู่ให้ศึกษามากมาย ทำให้ภูหินร่องกล้ากลายเป็นแหล่งท่องเที่ยวยอดนิยม ที่มีนักท่องเที่ยวเดินทางมาท่องเที่ยวกันมากในแต่ละปี
แม้ในช่วงฤดูหนาว จะเป็นช่วงเวลาที่ภูหินร่องกล้ามีธรรมชาติและบรรยากาศที่เหมาะแก่การท่องเที่ยวมากที่สุด แต่ในช่วงฤดูร้อนอุทยานแห่งนี้ก็ยังคงมีความน่าสนใจ และสวยงามแปลกตาด้วยเช่นกัน เนื่องจากมี ดอกกุหลาบขาว ซึ่งเป็นพรรณไม้ท้องถิ่นที่บานสะพรั่งอยู่ตามลานหิน เหมาะแก่การมาเที่ยวชม ถ่ายภาพ และศึกษาธรรมชาติ แม้ในยามกลางวันสภาพอากาศจะร้อนสักหน่อย แต่ในยามกลางคืนหากพักค้างแรมบนภูหินร่องกล้าจะพบว่ามีอากาศเย็นสบาย โดยทางอุทยานฯ มีบริการบ้านพักซึ่งสามารถติดต่อจองล่วงหน้าทางอินเตอร์เน็ต และยังมีสถานที่กางต็นท์ และร้านอาหารบริการแก่นักท่องเที่ยว
กุหลาบขาว เป็นพรรณไม้ในวงศ์ ERICACEAE เช่นเดียวกับกุหลาบพันปี ลักษณะต้นเป็นพุ่ม สูงประมาณ 1-3 เมตร มักพบขึ้นอยู่บนภูสูงในภาคเหนือและภาคตะวันออกเฉียงเหนือ โดยเฉพาะในพื้นที่โล่งที่เป็นลานหิน ออกดอกระหว่างเดือนมีนาคมถึงเดือนพฤษภาคมของทุกปี ดอกมีลักษณะเป็นช่ออยู่ตามปลายกิ่ง เมื่อบานเต็มที่จะมองดูเป็นสีขาวสะพรั่งไปทั้งต้น ต้นกุหลาบขาวมีความสูงอยู่ในระดับสายตาขอเราจึงสามารถถ่ายรูปได้ง่ายและสวยงาม นอกจากพบมากที่ภูหินร่องกล้าแล้วกุหลาบขาวชนิดนี้ยังพบเห็นได้ที่ ดอยเชียงดาว ภูกระดึง และภูหลวงอีกด้วย

จากพิษณุโลกใช้เส้นทางหมายเลข 12 (พิษณุโลก-หล่มสัก) เลี้ยวซ้ายที่บ้านแยง กม. 68 เข้าสู่ทางหลวงหมายเลข 2013 ไปอีก 28 กิโลเมตร ถึงอำเภอนครไทย แล้วเลี้ยวขวาตามทางหลวงหมายเลข 2331 ไปภูหินร่องกล้าอีก 31 กิโลเมตร ผู้ที่เดินทางโดยรถประจำทาง สามารถเดินทางต่อไปภูหินร่องกล้าโดยเช่าเหมารถสองแถวที่อำเภอนครไทย หรือหากต้องการความสะดวกสบายอาจเช่ารถตู้ปรับอากาศจากตัวเมืองพิษณุโลกไปภูหินร่องกล้าโดยตรง
